Establishment

Poutiri Trust was established in 1997 as an independent legal entity. The Board recognises that the key strengh of Poutiri Trust lies in building strong foundations of “Te Whare O Poutiri”. The foundation lay in its relationship with its matua base being Te Whanau Poutirirangiora a Papa and through this the connections it has to the numerous Iwi Maori throughout the Bay of Plenty region. These connections were in a health sense mandated and confirmed through the signing of the health accord between Te Whanau O Poutirirangiora a Papa and the Crown.

Purpose

The purpose of the Poutiri Trust is to provide leadership in Maori organisational development.

The Trustees Specific Functions are to:

  • Establish the Trusts vision and direction
  • Establish the key objectives towards achieving the vision
  • Establish the major strategies for achieving the objectives through the formulation of a Strategic Plan
  • Develop policies that set out guidlines on how Poutiri Trust conducts its business
  • Ensure that Poutiri Trust complies with all relevant legislation
  • Protect the rights and interests of the organisation
  • Monitor that the Board decisions have been implemented by staff

The Trustees Responsibilities

Poutiri Trust is a Charitable Trust and as such the Trustees are personally liable for the liabilities and statutory/compliance of the Trust.

The constitution states that Poutiri Trustees are appointed by Poutiri Trust and its affiliated provider network. As part of the constitution a provider nominated trustee is rotated in the region each year.

The Delegation Framework

The Board has delegated to the Chief Executive Officer the conduct of the day to day affairs of Poutiri Trust.
The Chief Executive Officer is responsible for implementing the decisions of the Board. Financial authority to management are contained within the Board’s finance policy. These delegations are reviewed annually by the Board.
The Chief Executive Officer has sole authority for all employment and personnel matters as specified in the board’s personnel policy.
