CEO Update December 2009/January 2010

Wishing you all a very happy New Year (its a bit late but never too late). We hope that you have all had a great break (charged the batteries) over the Xmas & New Year Period and all rested up and come back with passion and zeal for delivering health services within your communities for the year 2010. We had a team planning session in December 2009 to identify our work priorities for the next six months in line with our operational business plan aligning to our Strategic Plan 2009-2012. Key priorities identified, are the quarter two reports to the funder(requested extensions due to Xmas closures), provider site visits with the CEO visiting alongside the contract coordinators, finalising the three forums being Leadership and Korite (the BOPDHB Workforce Plan)and Financial training over Feb/March 2010 (require confirmation of dates). Our number one priority for the next six months will be Quality for Poutiri Trust and the network based on the Quality Gap Analysis we held in June 2009.
1. Quality & ISO 900: 2008
We contracted in Judy Harpur (as a contractor) from Ngati Kahu to assist us to meet the BVQ1 Accreditation audit requirements at the site visit by Ron Stewart on the 19 December 2009. We have also allocated Erana Skudder (0.7 FTE) within the organisation as the designated Quality person for Poutiri Trust and the network. Ron Stewart who many of you may know, undertook the audit and we have been recertified with two NCR’s (non compliance requirements) and four observations with a timeframe of March 2010 to complete the NCRs.
We have received a recertification plan and currently we are scoping a project plan for the network and once completed we will be in contract with each hauora that is the next on the list. We are very pleased with the outcome of the audit, as raised by Penny Nicholas at the AGM meeting on 6 November 2009, quality is an area that Poutiri must focus on and also support the network. We are looking at the options we discussed at the Gap Analysis hui to have a set of network policies and procedures that can be a choice to utilise them – will keep you updated on this progress.
2. CEO Provider Visits
I would just like to reiterate, that these visits are great, it’s a different setting at your hauora then when we catch up at the forums, emails, telephone calls or at other times we may happen to catch up. This quarter with the contract coordinators we are scheduled to visit Te Whare of Kenehi, Ngati Tahu-Ngati Whaoa, Te Ika Whenua Hauora (South), Opotiki Maori Women’s Welfare League, Te Puna Ora o Mataatua, Te Wairua o Te Ora Trust, Te Toi Huarewa, Te Pounamu Wholistic, He Tohunga Ora Mo Rangitaiki (East). The quarterly rotation for the six monthly provider visits certainly makes it easier for managing the diary.
3. Poutiri Forums 2010 – some changes from Oct/Nov CEO update
· Feb 2010 – Korite (BOPDHB Workforce Development Plan) and Introduction to Leadership Training – dates tbc
· March 2010 – Rodewald, Hart & Brown Financial Training (Sheeree can only do early March- with date tbc) and PRIMHD by regional Midland Coordinator for Mental Health providers only.
· April 2010 – second round of First Aid training if required (numbers indicate this will happen) and a Managers Quality hui tbc
· May 2010 – IT training determined by the needs of the providers
· June 2010 – Leadership training
4. Providers Xmas Function – 17 December 2009 at the Baptist Church, Te Puke
Thank you to all those providers who attended, I have to say, it was so much fun and to thank all the providers for their contributions in the way of song, skit, jokes or games – it was Gill Palmer who organised the ‘chair game’ and we saw the competitive nature of our providers to be the winners. Annette’s two daughters did a skit that was great, Te Wairua o Te Ora used their Rangatahi for another hand coordination game, Nga Kakano had a solo item, and Te Ika Whenua Hauora were in full force in celebrating and dressed in the festive attire, as were many of the other providers. And Poutiri’s item “A Pukeko in a Ponga Tree” with the staff dressed for each of the 12 days of Xmas. If I have missed out naming any provider who did items my apologies. It was excellent having the Board members attend the Xmas function also.
Thank you to Santa Claus (Harold) and his fairy helper (who we shall not name, but those who attended will know), they too did an excellent job and the lolly scramble was a scramble for the sweets and the presents from the lucky dip (all attending brought pressies for the lucky dip) and handed out by Santa to all.
We contracted in caterer’s (from Maketu) to provide snacks before the Xmas lunch to hold us over the entertainment period. The Xmas lunch was fantastic with Ham, Roast beef, roast Pork and chickens, we had raw fish, seafood chowder, mussels and crab salad, a variety of salads and hot roast potato’s/pumpkin/kumara and Maori bread. Steam pudding with trimmings (cream and custard) and fruit salad. And also an excellent non alcohol fruit punch enjoyed by all.
5. Governance Update
Poutiri Trust constitution has 3 appointed Poutiri Trusts, 1 independent Trustee and 3 provider representative trustees (East, West & South).
New Poutiri Trust Board appointments
i. Dr.Candy Cookson-Cox was appointed to the Poutiri Trust Board as an independent Trustee June 2009.
ii. George Skudder (previously the Deputy Chairperson) was elected as the Chairperson to the Poutiri Trust Board, November 2009.
iii. Vincent Kihirini was elected as the Deputy Chairperson to the Poutiri Trust Board, November 2009.
iv. Parehuia Aratema was elected at the 2009 Poutiri Annual General Meeting. Pare replaces Margaret Tuakana as the Southern Provider Trustee.
v Jo Docherty was elected as Poutiri Trustee at the Board meeting December 2009. Jo replaces Arapeta Tahana.
The Board is continuing with the work Arapeta Tahana started on the Strategic Refocus and had updated the provider network on two occasions last year for your input into the future direction for Poutiri Trust. The newly formed board is currently reviewing this work and you will be updated when something concrete can be presented.
6. Provider Highlights 2009
We have collated the provider highlights for the 2009 and thanks to the providers for providing this information to the contract coordinators – attached.
7. New Service Innovation Funding – Business Case Presentation in Auckland 19 January 2010
The Chairperson and myself took the opportunity to present the above Business Case identified by the network for “a mobile clinical” nursing service to support our non clinical workforce, including budget holding for specialist services. The presentation was only half an hour and the panel kept to time. We are still waiting confirmation if we were successful with our proposal.
8. MPDS 2009/10
We have now received our MPDS contract yet from the Ministry of Health and have requested the five providers to invoice us for the amount we have been funded for them. We have our first progress report due this month.
9. KMCSS resignations
After the Xmas & New Year break we received resignations from both Janelle McCullum (Reg Nurse) and Renee Mac Donald (Social Worker) who have both chosen to move on. We wish them well for the future and no doubt, when working in health our pathways will cross again. We have shoulder tapped replacement staff and interviews for a nurse and social worker will be held this Wed, 3 Jan 2010. Poutiri Trust is committed to delivering on this workforce project contract.
10. Contract Coordinator Hui Team Planning – 23 December 09
The contract coordinator team, together with the CEO have completed a planning hui, to review and identify training priorities for the next six months (January-June 2010). The reference calendar, identifying major bodies of work to be completed within the six month time period aligns to the MDO establishment and operational activities for the coordinators.
Personal Note: I really had a great break over the Xmas and New Year finishing on the 23 December 2009 and restarting 5 January 2010. Over that period we spent time in Rotorua with my whanau (3 brothers and 1 sister and and lots of nieces and nephews – only one brother not being able to make it). We travelled to Gisborne and had Xmas dinner with my oldest son Dean & Kura, on Boxing Day it was up to Tologa Bay for Dr Pat Ngata’a unveiling at 8.30am in the morning, then onto Napier to spend time with more whanau and back to Maketu. I came back to work and really enjoyed the catch up time for the first two weeks and up to Auckland on the 19 Jan 2010 for the Service Innovation presentation. In my last CEO update I had that I was heading overseas to see my 2nd Son, Shaun & Sian and the two moko’s Ashleigh (6years) and James (2years) at the end of January 2010 but we changed that and we caught up with them in Fiji – Plantation Island for 7 days (off on the 20 Jan – 28 Jan). The resort had three swimming pools and beautiful beaches and lots of palm trees and wonderful food. I had a wonderful time with the two moko’s as well as just relaxing, and reading (four big novels), and watching videos as they did not have TV at the resort we stayed on. It was really hot in Fiji and I have come back very very brown. Movies, we managed to see Avatar before I went on holiday and I would recommend to anyone to see. Take care all.
